One of the major requirements for pensioners to draw uninterrupted pension during their lifetime is to provide life certificates to the authorized pension disbursing agencies like Banks, Post offices, etc., usually during the month of November, following which their pension is credited to their account.
According to a circular issued by the Department of Pension and Pensioners’ Welfare on September 20, 2021, besides being physically present before the authorized official, pensioners can submit the life certificate by using the Doorstep Banking Alliance of 12 public sector banks or the Doorstep Service of the postal department for submission of Digital Life Certificate.
Pensioners can download a PDF copy of the certificate from the Jeevan Pramaan (Aadhar based platform for biometric authentication of the pensioner) website by providing the Jeevan Pramaan ID. With the Jeevan Pramaan id, the Pension Disbursing Agency can also access the Life Certificate from the Jeevan Pramaan website by downloading the same without any manual intervention. Most recently, SBI launched a video life certificate for their pensioners through the ‘MyHRMS’ App on mobile.
Let us now see how each of these methods work.
Jeevan Pramaan Certificate: If pensioners are unable to visit the branch, they have the option to submit through Jeevan Pramaan, an Aadhaar based biometric-enabled authentication. The user (pensioner) can download the Jeevan Pramaan application on PC/mobile/tablet by using Windows & Android client software. However, the client software will require a biometric fingerprint/ iris scanner device. The client software will help perform the registration for a life certificate and for authentication through the Aadhaar Biometric Authentication platform. To start the download you need to provide your e-mail in the form. The download link will be made available after submitting your e-mail address.
Secondly, the pensioner who wants to generate the online certificate through PC requires the System Requirements for windows7/8 (32/64 bit)
1. Microsoft .Net Framework version 4 – Full (or) Higher
2. Microsoft Visual C++ 2010 Redistributable Package (x86) for 32bit Windows machine (or) Microsoft Visual C++ 2010 Redistributable Package (x64) for 64bit Windows machine.

Alternatively, pensioners may visit the nearest Jeevan Pramaan Centre to get himself/themselves registered. The user needs to provide necessary information like the Aadhaar number, Pension Payment Order, Bank Account, Bank Name, and Mobile number. A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository.
Digital Life Certificate (DLC) is a valid certificate and recognized under the IT Act. The Pension Disbursing Agencies can access the certificate online.
Doorstep banking Alliance: This is an alliance between 12 public sector banks for providing services at the doorstep of the customer. The banks in the alliance include State Bank of India (SBI), Punjab National Bank (PNB), Bank of Baroda, Bank of India, Canara Bank, Bank of Maharashtra, Central Bank of India, Indian Bank, Indian Overseas Bank, Punjab & Sind Bank, UCO Bank and Union Bank of India. The alliance has introduced the service for the collection of life certificates under the umbrella of doorstep banking services (DBS). Pensioner who wants to use the facility has to first book the service either via mobile app, website or by calling on the toll-free number. The doorstep agent will visit the pensioner’s home on the date and time as per the appointment. DSB Agent will visit the doorstep of the customer and collect an online Life Certificate using Jeevan Pramaan App. Banks may levy a fee for availing of this doorstep service. However, such charges are not mentioned on the alliance website. As per SBI’s website, financial and non-financial services are charged at Rs 75 plus GST.
As per the India Post Payments Bank (IPPB) website, this service is available for IPPB and non-IPPB customers. To avail of the Digital Life Certificate (DLC) service, a customer can contact the nearest post office or place a request for a doorstep visit by the postman/Grameen Dak Sevak. For every successful generation of DLC, a nominal fee of Rs 70 (inclusive of GST/ CESS) will be charged. There will be no doorstep charges levied for IPPB or non IPPB customers for the issuance of DLC. The Department of Posts has also enabled scheduling of doorstep requests through the ‘Post Info’ app or through the website http://ccc.cept.gov.in/covid/request.aspx.
Video life certificate for SBI bank pensioners:
The pensioner has to log in to MyHRMS App in mobile and click LC submission. The selfie camera will automatically be activated. Provide permission to record the video. The system will ask any 5 Questions related to the pensioner, one by one such as PAN Number of the pensioner, Code Number of Pension Paying Branch, Name of Spouse, Date of joining the Bank, Date of Retirement, DoB of the spouse, etc. The pensioner has to answer loudly and clearly to the questions asked. On completion, the pensioner has to click the “Submit” button. A message will be received by way of SMS and also email confirming the successful upload. In case any further clarification is required, the approving official will call the pensioner on the registered mobile number. On approval, email and SMS are sent to the pensioner.
Pensioners living abroad:
In the case of pensioners living abroad, the life certificate can be signed by the authorized official of the pensioner’s bank situated abroad. The authorized official of the Embassy of India/High Commission of India/ Indian Consulates may issue the life certificate. In cases where a pensioner is unable to produce a Life Certificate for any reason he/she may inform the pension drawing branch, HO Pension Department through email indicating his/her inability and the probable month in which he/she may be able to produce the life Certificate. In such cases, pension payment will commence from the date in which pension was stopped on account of non-submission of life certificate.
