The general administrative department (record & library section) of the Government of Manipur vide notification dated November 15, 2022, declared the list of general holidays, restricted holidays, and public holidays for the year 2023. A notification in this regard has been issued stating that there will only be one day of holiday for Yaoshang (Holi) festival in 2023.
Bank holidays in India are declared as public holidays under explanation to section 25 of the Negotiable Instrument Act 1881. The holiday declared under NI Act is applicable exclusively to the banks located within the administration area of specific State and Union Territories. In other States and Union territories where it is not a holiday, banks remain open and allow normal banking transactions similar to any other working day.
The Government of Manipur declared the following days of the year 2023 as public holidays.

April 1 is the Banks’ Annual closing of accounts (This holiday rule is applicable to all commercial and cooperative banks operating in the entire India). All Sundays and 2nd & 4th Saturdays are Bank Holidays under the explanation to section 25 of the Negotiable Instrument Act 1881.
If any of the holidays for the festivals of the Muslim fraternity notified above does not fall on the date notified, the holiday date may be altered by the concerned government or the community fraternity in government service may be granted special holidays on the date observable.
