Previously known as the Entrepreneur Memorandum (EM-II) and Udyog Aadhaar Memorandum (UAM), this system is now replaced by the Udyam Registration—a fully online, self-declaration based procedure on the official Udyam portal.
What Is MSME Memorandum?
The MSME memorandum is a record of registration that gives legal identity and government recognition to Micro, Small, and Medium Enterprises in India. It is essential for accessing benefits related to credit, tax exemptions, subsidies, and public procurement policies.
Process of Filing MSME Memorandum
- Self-Declaration Online: Entrepreneurs submit basic details online regarding ownership, nature of business, investment, and turnover.
- No Physical Documents Required: The entire process is paperless and does not require uploading hard documents, only some essential identity and enterprise details.
- Eligibility: Individuals, proprietorships, partnerships, LLPs, companies, self-help groups, and co-operatives meeting MSME criteria can file.
- Permanent Identity Number: On registration completion, enterprises receive a unique Udyam Registration Number and a downloadable e-certificate—formerly called the MSME memorandum.

- Access to Schemes: Eligibility for priority sector lending, collateral-free loans, subsidies, and other MSME-targeted government schemes.
- Ease of Doing Business: Quick registration supports enterprise formalization and simplifies compliance for banking and regulatory purposes.

MSME memoranda filed prior to July 2020 (EM-II or UAM) are no longer valid, and all enterprises must now register under the Udyam portal for continued eligibility and benefits.
